越南要求歐盟延長實施IUU新規定期限越南水產出口暨生產業者協會（VASEP）認為歐盟就非法、未報告、未受規範作業（IUU）所制訂的新規定對越南水產業嚴重衝擊。VASEP警告，在規模不大的越南漁業尚未建立完善的漁獲證明制度前，要西裝求主要漁獲來源對象為向數十、甚至數百艘漁船進貨的港邊小販(而非漁民本身)之大部分水產品加工與出口商提供每艘船相關詳實紀錄已非易事，更遑論通過歐盟即將自2010年1月開始要求提出漁獲證明的相關規定。有高達六至七成歐盟出口房屋買賣商的漁獲是來自小型漁民，業界預料渠等勢必難以通過歐盟規範的重重門檻。越南農業發展部正醞釀向歐盟提出延長實施IUU期限至2010年6月底。 （摘譯自INFOFISH Trade News, No. 22/2009）~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~SEAFOOD 酒店經紀COMPANIES STILL NOT READY FOR EU – IUU REGULATIONThe Vietnam Association of Seafood Exporters and Producers (VASEP) has warned that regulations on the EU’snew illegal, unreported and unregulated fishing (IUU) 房屋貸款law would be the biggest hindrance for Vietnamese seafoodcompanies. According to VASEP, most seafood processing and export companies are collecting fish materials fromsmall traders at fishing ports and they do ARMANInot purchase seafood materials directly from fishermen. Therefore, it isvery difficult for them to issue catch certificate as required by the EU regulation from January 2010.Small traders usually collect fish 居酒屋from tens or even hundreds of fishing boats, making it impossible to maintainrecord from every vessel.Vietnam’s fishing industry remains very small and the country has not set up necessary regulations to 濾桶establishcatch certification. Therefore, VASEP has cautioned that it will not be easy to follow the EU’s IUU requirements.The businesses also predicted that they will face many difficulties to meet the 票貼regulation, because up to 60-70% ofexporters to the EU are using materials caught by small fishermen. Under this background, the Ministry ofAgriculture and Rural Development is planning to send a delegation to 個人信貸work directly with the EU and make aproposal to extend the deadline for IUU implementation to the end of June 2010.
